Meet Gary Gallant

Gary Gallant brings more than 30 years of experience in federal government affairs and law, exemplifying how effective Washington advocacy requires more than access — it demands insight, discipline, and results. With a proven ability to build bipartisan coalitions, navigate complex regulatory environments, and translate deep policy understanding into strategic advantage, Gary’s approach consistently delivers measurable value for clients.

In recognition of his work, The Hill has repeatedly named Gary to its annual list of “Top Lobbyists,” calling him one of the “go-to advocates” in Washington and highlighting his continued influence during “a year defined by political turmoil and sweeping policy shifts.” His inclusion on this list reflects both the respect of his peers and the results he delivers.

In 2018, Gary founded the Gallant Government & Law Group, a full-service government relations and legal practice based in Washington, D.C. Prior to launching the firm, he spent nearly two decades at top-tier international law firms, including Morgan, Lewis & Bockius; Bingham McCutchen; and Swidler, Berlin, Shereff, Friedman. There, he led high-profile advocacy efforts on behalf of Fortune 500 companies, trade associations, and industry coalitions, including:

  • Representing an international airline in the acquisition of a major competitor (2000–2001)

  • Leading asbestos litigation reform efforts for a coalition of Fortune 100 firms (2001–2009)

  • Advancing telecommunications policy for the nation’s largest VoIP provider (2004–2017)

  • Representing Enron employees during federal investigations (2007–2008)

  • Advocating for a major players’ union during congressional PED inquiries (2008–2009)

  • Navigating Gulf oil spill response strategy for a global drilling company (2010–2011)

  • Defending internet-based television technologies before Congress (2013–2014)

  • Advising a fantasy sports company amid federal scrutiny (2015–2017)

In addition to his policy advocacy, Gary is widely regarded as a leading authority on federal lobbying and campaign finance compliance. He has helped dozens of clients design and manage corporate PACs, and regularly advises on the Lobbying Disclosure Act, congressional ethics rules, and House and Senate gift restrictions. His guiding principle in sensitive matters: “Be conservative. Stay out of the press.”

Gary began his career on Capitol Hill, where he served as Chief of Staff to U.S. Representative Jim Saxton (R-NJ). In that role, he oversaw the Congressman’s legislative agenda, managed political operations, and directed three successful reelection campaigns. He remains actively involved in Republican legal operations, including voter protection efforts for the RNC, NRSC, and NRCC.

Gary is admitted to practice law in the District of Columbia, Maryland, New Jersey, and Pennsylvania, and is licensed to appear before the United States Supreme Court. He earned his J.D. from Rutgers University School of Law.

Gary and his wife, Trish, reside in Annapolis, Maryland. They take great pride in their three adult children and enjoy visiting them as they build their own paths of success: Gabrielle lives in Boston and works for a major hospital, Grace is attending medical school in New Jersey, and Jack is pursuing an undergraduate degree in chemical engineering at a college in Pennsylvania.
